According to AU's complaint, which was filed in February, then-Brentwood Mayor Roger Rudder frequently opened council sessions by leading a recitation of the Christian devotion. Council members rose, clasped their hands and bowed their heads during the prayer. Those in the audience were asked to stand and join in.
